The Challenge
Although the Tribunal Electoral had invested in a network of digital kiosks throughout Panama, the initiative faced a critical adoption problem. These self-service booths lacked distinct branding, visibility, and user guidance—they appeared as anonymous terminals marked only by an institutional logo. The result: citizens either didn’t know they existed or didn’t trust them enough to engage.
This underutilization was most pronounced among middle- and lower-income Panamanians—the very audiences that stood to benefit most. The challenge required more than communication; it demanded the creation of a public-facing product identity, cultural relevance, and human connection.

The Approach
Leveraging our long-standing collaboration with the Tribunal Electoral, we led a multi-dimensional transformation effort built around “Te Invito a Mi Quiosco” (“I’m Inviting You to My Kiosk”)—a slogan designed to humanize the platform and shift the emotional context from bureaucracy to empowerment.
Key strategic moves included:
Creation of a new identity for the kiosks: We designed the logo, branding system, visual language, and signage—finally giving the kiosks a clear and recognizable civic presence.
Content engine at scale: We produced a rich library of photo and video assets, including short explainer clips, humor-driven skits, and real-user scenarios. A major photoshoot provided all visual content for display ads, banners, and social media formats.
Digital-first campaign rollout: With zero ATL support, we deployed content via high-reach social channels, mobile-first placements, and programmatic display—tailoring formats for attention and comprehension.
Influencer integration: Popular Panamanian figure Joshua Blake helped introduce the kiosks with cultural resonance, supporting awareness without overshadowing the civic message.
Behavioral insight as catalyst: Our research highlighted how much time Panamanians spent waiting in lines for public services—time that could be saved via kiosk interaction. This insight became the emotional driver behind the creative tone and urgency.
